History has been marked by efforts to improve neighborhood conditions and alleviate poverty simultaneously, but most efforts have neither fixed places nor alleviated poverty. Neighborhood revitalization is being practiced all over the country. Analysis of the successes and shortcomings of these programs has provided the background for our revitalization theory, which is based on achieving outcomes in four categories: image, housing market, physical conditions and resident participation. When improvements become noticeable, people see that their investment of time, energy or money is worthwhile, because it increases both civic committment and property values.
